That's why I always advocated that China's urban development should be to towards utilizing airspace with more skyscrapers and surface transportation systems. Recent flooding has proven that underground infrastructures can be subjected to much problems. Also, underground infrastructures are expensive and time consuming to build in the first place plus they are not flexible for further expansions.

This flooding is temporary natural events due to extremely downpours
Some projects certainly will soon take place to tame the flooding
