Looks like you have never been to Hong Kong!
Cleaner?  Far from it;  I was there recently, and had to cut short my visit; streets are congested with lots of smokers and cigarette buts all over the pavements.
Safer? Not much safer than the Mainland.  
Livable? You must be joking, the air is so badly polluted you can smell the vehicle exhaust wherever you go, even with a face mask on!
Just across the border is Shenzhen, and while it is not a paradise, it is much better than Hong Kong; air not so badly polluted, clear blue skies ost year round, spacious, not chock-full of people, more greenery etc!  So much so that many rich Hong Kongers have bought properties in Shenzhen, pushing up their prices!
Those who have never been to HK have this fancy idea that it is a great place to live and shop, probably because of promotion by the old Suzie Wong movies!  The reality is very different from their imagination. For your travel plans, you can exclude Hong Kong, you won't  miss anything!

Yeah, I'm not surprised, you are talking about decades ago, or at least many years ago; all you remember is the first building in SZ, there are lots more today, and of very high quality, clean toilets, marble floors polished and mopped daily you can see your reflection in them, etc.
How can HK compare?  Crowded malls, filthy toilets, smokers aplenty, etc!  HK is good for making a few bucks, but not for living!
