One of the reasons to push urbanization in China is that most of the land for crops are run by individuals or small groups. When you want to run in a large-scale, it becomes very difficult. That's why large-scale mechanization could hard be pushed forward.

not all the arable land in China is suitable for mechanization.
Also urbanisation reduces arable land

More people in the already over-crowded cities will only increase pollution problems, transport issues, crime (due to more ghettoization of unemployed and low paid workers.
It will concentrate unrest, particularly of men who will be unable to find wives.

Push urbanization? You mean push small farmers off their land and out of their homes to uncertain futures in the cities. Shouldn't they have a say in all this? Just wait till they get to the cities & see all the tuhaos flaunting their wealth. Sounds like a plan for disaster...
