BEIJING - China set a timetable on Wednesday to reform government car use in State-owned public institutions and enterprises to reduce fiscal expenses.
State-owned public institutions must stop use of general-purpose government cars by mid-2016, while they may retain vehicles for emergency use, telecommunications and other special purposes.

Why not set up a government hire-car and hail app for civil service people !? This way, everything can be kept tract of such as people using the car, destination, expenses etc. Also, the vehicles will be efficiently used with no idles. Great savings and much efficiency and accountability.
