A duel flexible pricing system can be considered, where fuel prices can be pegged to market oil prices as well as a local 'pollution' (PMI) index. Where PMIs are high as in Beijing, people are encouraged to use less polluting vehicles. This will not discourage car sales where PMIs are low.

Launching a new gas adjustment sysytem is due to development the new-energy to improve the air pollution. Also now the air pollution is the major problem around the world, of course in Beijing. This policy might be some beneficial to improve the air quality. But I think the most important is to adjust the industrial stucture. Now the secondary industrial also dominated our China's economy. We need to think highly of this problem so that we and our generation will enjoy pure fresh air.
