If the monument has the portraits and/or names of Chinese victims due to Japanese aggression, their memory will not be forgotten. Without the identity of victims on it, the structure is simply a piece of stone with little significance to its purpose.
Not sure how the victims feel about accepting the monetary compensation. Would some feel it is an insult? Using money to whitewash the past, pay off a murder? Then again.... if the gesture is sincere, some monetary compensation can help the families.
