a. Disturbing public order = Rationale is simple. China has a large population, it becomes dangerous when  large groups of people gather without proper order or organization. Many were gathering and stopping to see  the fake spartans. It will be problematic when they try to disperse and there are risks of a stampede. (Think.....the recent Shanghai stampede?) Traffic is also disrupted, as some wanted to stare and take pictures of the fakes. This could result in jams or accidents, when vehicles suddenly brake. People crossing the road, turned to look instead of concentrating on traffic.......danger to public safety.  
b. Indecent exposure? = The city is not the beach.... nuff said.
c. No legal permit = What I read, to organize a large gathering, you need a permit and approval from the government. Foreigners and businesses should respect local laws. In Rome , do as the romans do. Not Greeks.

Think its great to see the police so on task.
