In the field of science and technology, all new "discoveries" are build on the shoulders of old "discoveries". Hence to improve on what has already been discovered and known, new inventors and innovators must learn the subject of their particular interest to the very highest level of knowledge available, before they can work from that point of reference to make further/new "discoveries". That is how human beings make progress by constantly improving on the discoveries of past great inventors.

Japan's Shinkasen High-Speed Rail technology was developed in the 60s and 70s and later introduced to China in the mid-2000s. That was OLD technology which China redesigned into NEW technology by developing permanent-magnet traction motors, redesigned bogies, purpose-built high-speed rail tracks, etc. While Japan opted to pursue the NEWER Superconductive MAGnetically LEVitated (S-MAGLEV) train technology, China decided to improve upon the OLDER but CHEAPER high-speed rail technology. The results thus far: China holds the world record for the fastest high-speed rail trains as well as the largest high-speed rail network in the world. China is also working on its own homegrown S-MAGLEV technology which is similar to the Japanese S-MAGLEV technology but which differs from the German MAGLEV technology used in the Shanghai MAGLEV line.
