The Chinese rescue divers are practicing now. When they arrive at the boat later tomorrow they will be better at finding and bringing bodies to the surface.

China Prime Minister Li Keqiang wants to be able to understand the situation first hand. Saving lives is top priority. After that, an investigation into the cause is next. Ships don't just sink. Each vessel has a fixed duration for its seaworthiness. If it is engine failure, ships will float and drift, they won't sink.
Highly likely something ruptured the hull. Whatever it is is still in the water and could damage other ships. Unless the ship is too old and exceeded its seaworthy duration.

China is a country with vast territory and extemely large population but no adequate and balanced resources for instant response to sudden disasters like this one. This is the fact which is not easy to be changed no matter which country is confronted with this incident. The Chinese government is trying its best to rescue its people, which I am really pround of. As a big country,China often undergoes different kinds of disasters, making the Chiese government experienced in search and rescue. I have great confidence in China, in its government and its people.
