Do they have inspection on the quality of seaworthy vessels in China? What is the cause of the sinking? Wait for investigations to find out.
a. The ship did not meet safety regulations. (If there are no regulations, time to introduce some.)
b. There was an obstruction in the water, that ruptured the hull.
(What caused it the obstruction)

Guess investigations will reveal the truth.

Passenger or leisure ships of built-date 1981 ?  Had experienced on one or two or three of them along the same route to Chongqing and back to Shanghai via Wuhan, etc ... with friends and relatives from O/S! I had often asked "why and how" such old ships were allowed in a huge river lifeline of China!! Besides, the vulnerabilities and probabilities of sinking and killing passengers, there are other serious matters needing Beijing's attention:=

1.  China is wealthy enough locally and internationally known to be able to afford newly built ships to take good care of people and properties; but why is it stopping here? It is Chinese face and reputation at stake all the time when this sort of accidents happens.

2. The pollution caused by old ships / boats of the river is reputably nasty and notorious. A question of un_trapped "flies and tigers" at work, likely?

3. Since this sort of old and dirty looking boats / ships is being used, there is NO way to encourage local passengers NOT TO THRASH rubbish into the river : often seen and would be easy to pick a quarrel or two ... with them!

4.  Arresting the captain is one thing but where is the REMEDY needed very badly and urgently?

Ban all old boats more than 10 years old just like automobiles on the dry surfaces! Replace this industry with state of the art approach to fund and build new boats for passengers / leisure. Tourism money is very healthy, if it can do it well and properly!

The meanest thing is a majority of those enriched Chinese folks often forget about their own safety and health issues affecting them at "own turf". They do not care and are careless about spending and venturing into industries that do carry "hard works with small risks", relatively. A mentality to splash big and huge monies abroad for "whatever" has beset a sickened outlook, indeed sad to see!!

Looking at the design, it looks like the above deck cabins were added later, making it top heavy and causing stability problems. It could easily be swamped by a wave. Very similar to the Korean ferry disaster, wherever unsafe modifications (to carry cargo) resulted in tragedy.
