The out of date polluting factories are all SOE. Foreign companies use modern technology, otherwise they would not get business lisence. For example the water UPM-Kymmene uses in its paper factory, taken from Yangze river is more polluted when it comes in as it comes out.

China's outbound investment will likely exceed inbound investment in the near future. Chinese are the ones with money and they are buying up companies all over the place. There is less pressure to attract foreign companies to gain their technology and expertise when you can just buy them now from their home countries.

Rising labor costs is another reason. There is even a labor shortage in China for these sectors. Look into robotic replacements if you are interested in this field's development.

The Chinese government is getting less friendly to foreigners. Who knows what the reasons are behind this, could be politics, could be just that China is less reliant on them, could be because China wants to prop up domestic businesses. Could be a bit of all those reasons.

Btw, for some reason I get the feeling adding a link as a source/reference, makes the post approval process slower. This really encourages poor posts. Good posts are typically sourced...but I am afraid to post links because it will make my post censored. Which is so weird for a forum tbh...

UPM-Kymmene is quite welcome to relocate. The sooner the better.

For making Yangze clean and making the best paper in the world? Where's the logic?
