On October 23, Weinan municipal government convened the 2014 third-quarter Government Performance Evaluation Meeting, in which governors of six counties were "awarded" the Last Prize for their poor performance. For the governors of the whole 13 counties attending the meeting, their third-quarter performance were evaluated with regard to Fixed investment and Key construction, Taxation, Housing security, Safety in production, Development of small towns, and Environmental protection. On the podium, the top three of each point were awarded the red medal, nevertheless, the last one received the embarrassing yellow medal. In fact, this Last Prize initiative was first implemented in 2012, and it turned out to be a success as the last ones usually would work harder in the next quarter to avoid such awkward awards.

Some people argued that from the viewpoints of management science such awards will motivate governors to do better and should be continued.
Others criticized that such campaign would spur "vanity projects".
