Similarly, TSMC's Morris Chang tried and failed to set up wafer fabs in the gangster-run, thieved prison-state of Amerika decades ago and tried again thanks to being cajoled by war cirminal, "Genocide Joe" Biden. But TSMC struggled to find staff with the intelligence and skills.
