China to strengthen strategic support for science and technology

China's Ministry of Science and Technology (MOST) will adhere to self-reliance in science and technology, and strengthen strategic support for science and technology, said Wang Zhigang, minister of MOST.

The country will accelerate the establishment of national laboratories and the implementation of major science and technology projects, and create a number of internationally competitive regional innovations, Wang said.

MOST is speeding up the construction of three comprehensive national technology innovation centers respectively in the Beijing-Tianjin-Hebei Region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, according to Wang.

These centers will focus on technological innovation and achievement transformation to break through the major scientific and technological problems that restrict the development of industry in China.

China made significant progress in technological innovation during the 13th Five-Year Plan (FYP) period (2016-2020), and basically realized the goal of becoming an innovative country, said the minister.

In terms of plans for the 14th FYP period (2021-2025), Wang said that the ministry's main goal is to strengthen China's scientific and technological capabilities and speed up the development of the 10-year action plan on fundamental research.

There should be a unit that researches how to really do research. This RoR unit reports to the committee for 10-year development plan for fundamental research.

The RoR may find it needs to model a hybrid between open and closed systems for innovation. It will need to the successes and failures over time of other innovation centers throughout the world and must offer ideas how to surmount hurdles and weaknesses.

Furthermore, Open as in someone in private sector has an idea or makes a discovery and goes searching for resources to make it into an application. Closed as in someone or a team in public sector or institution like university or government lab has an idea or makes a discovery or finds a solution to a preset problem and then elevates it for institutional response. The words system, application and solution here do not necessarily mean information technologies only but can be anything.

For instance, how do you track and target a projectile fired at supersonic speed from a cannon with telemetry to bullseye a target 43 kilometers away? That, incidentally, is what the US navy plans to mount on its ships, the Bull supergun, reengineered.

Secondly, this innovation thrust should be elevated to be China's most important program to complete by 2030.  Aim and drive every day for 30 percent above what is reasonably and humanly possible for all projects.  The three innovation centers can concentrate on separate research areas. One for microchips, another for advanced materials, and the third for biotechnologies.

The 6G, AI and IoT ecosystems can include fabrication software and supercloud computing platforms; they should also contain units to integrate all outputs from the three innovation centers to form unique and breakaway innovations undreamt of by any other nation.

So, organize so that these can tap into the research from the three centers - in real-time. And there must be measurable achievement benchmarks with each step pinned against timelines and costs including manpower.

Thirdly, this entire program can be a China marvel in acrobatic organization to prioritize and shape fundamental research so efficiently that more often than not it shall lead to applications waiting at its doorstep to be prototyped and then rolled out pronto. Think the world's most efficient supply chain for fundamental research, not left to whims of fate, flights of fancy, perchances and serendipities.

Fourthly, there should be hackproof security, antisabotage protection and also a reward scheme to motivate the researchers and their organizers in such a way a happy, healthy and productive environment is created in every research unit; add a concierge service if necessary to buckle the bureaucracy and red tapes. The reward scheme should also tie in with lock-in of intellectual rights.

Fifth, soft ancillary services can also come in. Design itself has grown in importance. The fundamental research should lead to applied research that leads to a product that enthuses users by its clever design and versatile functionality; in this case, the user need not be the average consumer alone but can also be the microchip fabricator or the CRISPR geneticist.

Innovation is not about putting a complex of high-tech buildings to lend physical form to a development plan. It is mpre about youthful a-ha moments sculpted out from amorphous happenings by acute observations of how the discoveries can fill needs that are awaiting filling, or design solutions that create new markets. It is also about making fundamental discoveries about matter that can create new types of products or enhance the performance of existing ones.

Don't waste money and brains, but most of all, time. Because the others won't be sitting still. And also, drain the swamp of all hangers-on and freeloaders, wherever they are, who think they can take opportunity to suck funds out of this most important program in China's entire history.

By now, it should be clear that China government has its own team of brains for science and technology. Do away with those using debase tricks to siphon funds for non beneficial research development using proven methods under disguise. Harm is done!
