If the mom had the sense to take the child to a side street, she wouldn't have created the situation.  Instead, she had the girl pee on a busy and crowded road which offended local people already annoyed by rude mainland tourists. In the age of instant photos, of course there would be picture takers. Mainland Chinese also took pictures of a girl pooping on a train in China.

It's too bad that most mainland Chinese tourists aren't taught civility and manners before traveling.  If they had proper manners and etiquette, they would have earned good will instead of scorn wherever they venture.

A mainland tour official also concurred that behavior of Chinese tourists was creating a negative image .  It's time they learn to accept constructive criticism and raise their personal standards instead of giving their country a black eye.

Hmmm
Let me get this right...
Child does not wear a diaper (possibly potty trained),
Child needs to pee (or poop) and advises parents (commendable)
Parents wait in cue to use toilet,
Child cannot hold urge,
Parent opens up an emergency diaper,
Child pees and/or poops into diaper (not on pavement),
Situation takes place on crowded busy street and in full view of passersby during daytime hours.
Public is offended by their conduct and confronts parents by seizing stroller and preventing escape,
Parents are defensive of their action and are not apologetic,
Parent tries to take camera from stranger for unauthorized photos of child.
Police respond.

Judgment: For the Public.
1. Although the parents did try to be civilized in using the toilet they failed by permitting their child to relieve herself in public.
2. The parents could have simply put the diaper on the child and dispose of it afterwards as usual
(best solution).
3. OR the mother could have taken her daughter into the toilet area out the public eye to pee into diaper
(next best solution).
4. OR the parents could have found a more secluded area out the public eye to pee into diaper
(fair solution).
Case closed
I'm just here for the money

Frankly speaking many hong kong people miss being under the rule of the British.  They don't realize that Hong Kong is still a part of China and as the saying Give them an inch they want a yard.
