Sounds like the driver was driving too fast around a corner and rolled the vehicle. Stupid. But why were the children not forced to wear seatbelts?? Is this not the law in China? Unlikely to have any deaths if you are wearing seatbelts. Crazy not to wear them.

How can it be the school fault?? It's the driver's problem most likely or the bus company's problem for hiring bad drivers?
I work in Nanjing and the bus driver who takes us to work every day drives very badly. The police does nothing, the school does nothing, the passengers say "mei shi" ... a third world country symptom.
