Looking at the photo's of the road damage, it appears that the oil/fuel/volatile liquid from the pipeline has got into the sewer or storm-water drainage system and then it has ignited from some source.
This could have been the repair crews attempting to fix the pipe or something as simple as a cigarette butt or a match being tossed away.
Very sad to hear of the loss of life, a lot of them innocent people going about their normal day-to-day activities.
The placement of chemical plants in built-up areas is always a problem, often they are initially built well away from the towns, but the towns become large cities, houses are built around them for the workers, etc....

This grisly photo should be removed for the sake of the victim's family and friends. How do you think they would feel upon seeing a picture of their loved one crushed under cement? How would you feel if it were your father or husband?
