What does it mean by "as much as" here? [Copy link] 中文

I'm recently confused about the following sentence "Some of the workers as much as the manager were responsible for the loss." extracted from A New English Grammar Coursebook by Zhang Zhenbang. Which use of "as much as" is it here?

"as much as" here means " to the same degree as".
