Should Premier return rights of enacting laws back to National Congress leaders? [Copy link] 中文

It said that China's state-council could enact and amend basic laws governing criminal offences, civil affairs, the state organs and other matters. A few of Congress members from Shandong province had made a proposal in National Congress during this round of meeting held in March 2013. China's state-council should return this function and power back to National Congress in accordance with China's constitution.

I haven't read the following reports after this proposal.

I just read our Constitution again.  
Article 62 The National People's Congress exercises the following functions and powers:
  (1) To amend the Constitution;
  (2) To supervise the enforcement of the Constitution;
  (3) To enact and amend basic laws governing criminal offences, civil affairs, the state organs and other matters.

Could premier and ministers have power to enact basic laws? Should primier and ministers in central gov and local gov return the power back to Congress?
