This is not as bad as it seems, please look at the figures for the UK which has the highest per capita number of CCTV cameras in the world, they number around 1.85 millon in a small country with apopulation of around 62.6 million, that is around 1 camera for every 34 people, on that ratio China would need around 39.5 million camera to catch up.
CCTV cameras do not worry me as I have nothing to hide.

I believe that the US has a budget of some 680 billion for its military spend, this is much larger than the stated 108 billion spent by the Chinese
