Why are Japanese still kowtowing to Japan's Hitler?

Now, Japanese are kowtowing to Japanese Criminals of WW2 every year.  Japanese are still doing sth in the way in WW2.

When Japan had defeated China, Japan got War Compensations of several times of China's GDP.
When France defeated German, France got huge amount of War Compensations too.
When China had defeated Japan in WW2, China gave up all of War compensations from Japan.

Why did China free most of Japanese criminals of punishment after WW2?
Why did China send Japanese criminals back to Japan without punishment after WW2?

There are little of google search results about list of Japanese War Ciminals of ww2 in English language.

Japanese Emporer stopped kowtowing to these criminals in shrine in the late 1970s, after China, Korea, and other Asian countries had sent diplomatic protests.

But President of Japan, many other high-ranking officials, and other Japanese are still kowtowing to those criminals from time to time.

The Japanse are kowtowing to which Criminals now? Who were those Japanese criminals of WW2 in Japanese National Shine?

Number 1:
Hideki Tōjō was arrested, sentenced to death for Japanese war crimes by the International Military Tribunal for the Far East, and was hanged on 23 December 1948.

Hideki Tōjō was directly responsible for the attack on Pearl Harbor, which led to the war between Japan and the United States.

Arousing the militarism thoughts is what some Japanese politians want most.
They want to regain the past glory, but the reality is cruel, they can only depend on paying respects to WW2 criminals to regain the brilllant history in the way of memories, just in memories not in reality.

Japan is not worth us to treat in a generous way. I think many people can not figure out that why our government can be so tolerant to Japan. Maybe from different perspectives. after all, there are so many things that we(the ordinaries) can not accept!!

After the end of the World War II he was prosecuted for war crimes in the International Military Tribunal for the Far East. He was found guilty, sentenced to death and was hanged in December 1948.

As a leading intelligence officer he played a key role to the Japanese machinations leading to the occupation of large parts of China, the destabilization of the country and the disintegration of the traditional structure of the Chinese society in order to diminish reaction to the Japanese plans using highly unconventional methods. He became the mastermind of the Manchurian drug trade, and the real boss and sponsor behind every kind of gangs and underworld activities in China.

He was condemned to death in 1948 by the International Military Tribunal for the Far East. Itagaki was hanged on 23 December 1948 at Sugamo Prison, Tokyo

in connection with the Japanese seizure of Manchuria, his escalation of the war against the Allies during his term as War Minister, and for allowing inhumane treatment of prisoners of war during his term as commander of Japanese forces in Southeast Asia.
