A farmer wanna to sell RMB 1 million a house to X guy. Party and government leaders said, "No, No! It's illegal."

How does it turn legal?

Party and government leaders said, "that farmer should sell RMB 0.8 million a house to government. Later government sells RMB 0.5 million to leaders and sells RMB 2 million a house to ordinary Chinese."

China leaders make 2 very big mistake, after 1989 incident.

1.  Peg the USD to Yuan at 1 USD = 8.9 Yuan starting from around 1994 onwards.
2.  Did not implement a friendly housing policy that favor the ordinary middle class and poor people.

The suitable USD peg at that time should be 1 USD = 3.5 Yuan. China leaders have been given wrong information by government think tanks scholar who get their education of economics in the US.
The reason is if you peg at 3.5 Yuan, when China technology capability was not developed to suit western consumer in 1994, chinese workers wages will be very less also, and therefore food housing prices will be lower also. However if you peg at 8.9 Yuan, worker wages had to be higher in yuan terms and consequently you get higher food and housing prices.
If China peg at 3.5 Yuan to a US dollar in 1994, China can have a lot of room to weaken the yuan if China want to increase her manufacturing exports in 2011 or reduce imported inflation from US over printing money.  

As for housing policy why are the leaders not interested to provide cheap and affordable housing for 80% of the population ? Is the china leaders committing the same mistake like KMT leaders ?  Is providing cheap and affordable housing is a waste of financial resources ?  

China leaders are mostly incomprehensible stupid. They are prone to implement policy to achieve selfish goals. If they continue with this kind of unsustainable greed, they may end up like KMT leaders who have to run away overseas to avoid being exterminated.

KMT is the richest party in the world, when they run away to Taiwan. But now CCP had overtaken KMT as the richest party in the world. KMT leaders are now calling new generation of CCP leaders hypocrites.
