There is no such thing as democracy in general. It only exists for a class. In the US democracy only exists for the capitalist class while in the socialist world democracy exists for the working people (working, peasant, sections of the petty bourgeoisie). |
There are factors which complicate this formula, namely the principle aspect of the primary contradiction. The balance of class forces, the relative development of society, historical circumstances and inevitably outside forces.
The exercise of worker's democracy in China is hampered by a number of these conditions. Firstly, The memory of the "three mountains" is fresh in the cultural memory of the Chinese people. Feudal relations refuse to release their grip on people's minds and their behavior as well as thinking continues to plod along in the feudal mold. To properly implement people's democracy, socialist education must be carried out on a wide scale to replace feudal and petty bourgeois thinking with socialist morality and thought.
As Edwin Marquet pointed out in a Political Affairs magazine article, China's relative backwardness and poverty required that power had responsibility for decision making has devolved from the centre to local governments. Even in developed countries local governments are often hotbeds of corruption, ineptitude and laziness. With more power and resources in their hands rather than a responsible central government, all kinds of corruption, waste and stagnation is apt to occur. When the national infrastructure and economic conditions improve it will be possible to reign these units in and provide much needed central oversight.
These are two small examples of how certain factors can inhibit the exercise of worker's democracy, particularly in a country emerging from feudalism and at the beginning of its socialist transformation. Democracy for the working people and not for the oppressors will be more and more realized by holding to the socialist path, not by abandoning it for a system which at its very best under the very best conditions has failed to deliver even a believable facade of democracy to its working people.
