The head of a village neighborhood committee under the jurisdiction of a city of Henan province in central China was recently seen begging on the street in order to raise money to fix the village's roads.|
The man, surnamed Bai, on Dec. 20 went to the provincial capital of Zhengzhou and begged on the street for 30,000 yuan (US$4,730) for road maintenance, going so far as to bite his finger and write a guarantee in his own blood that the money would be used to fix the road only.
The village committee responded by saying Bai's behavior had not been approved by them, nor had he applied for any money for road repairs. Other committee members had been disturbed by his move, they said.
Bai agreed that he did not hold a formal committee meeting before undertaking his unorthodox action, but said he did have support within the village to go begging. He said it would take too long to obtain the money for repairs if he followed the normal application procedure. "Unless we have some connections with certain officials, it may take three to five years to get the money for which we apply," he said, according to the Beijing News.
