Even the basic statements in that regulation is wrong now. However, because that regulation was made in 2008. The policy makers did nothing wrong and we don't need to modify that regulation.

An assumption:
A law was made in the late 2008.
The valid date starts from Jan 1, 2009.
The basic point was wrong in 2009, in 2010, in 2011 according to the situation.
At last that law was modified in the late 2011. The valid date of the new law starts from Jan 1, 2012.

Liu Yaodao's logic:
Because that law was made in the late 2008. So, the law makers did nothing wrong and that law don't need to be changed in 2009, in 2010, in 2011.  It's enough for law makers to modify the law at the end of 2011.

If you're angry of corruption in China, you should go back to your home country.


And what can my Chinese friends do when they are angry at corruption in China?

Fighting corruption is not fighting China - corruption is not part of Chinese culture or Chinese indentity. It's a bad behaviour, it's a crime, even under Chinese law. And it's perfectly natural that people expect their leaders to be rolemodels, not criminals.

Corruption is the most important reason why China is still a poor country. So as a good Chinese citizen, you should fight corruption - and if you ever become an official, refrain from engaging in corrutpion. Not only for China, but also for the sake of morality.
