the secrecy of governments only grow, they rarely diminish!

Take Iran as an example, no one knows what the sorcerers are doing!

Thanks for some reasonable serious account of it, blue.
Meanwhile, from China Daily itself, about ridiculous stuff in China.
To say it with Ganzhoulins words, "is this for real?" ...

You forgot to mention this  ...........

QUOTE:  Meteorological data plays an important role in the national economy, social development and daily life. It also plays an equally important role in national defence and military activities.

And also:

QUOTE: China Meteorological Administration (CMA) statistics show that there have been about 20 breaches by foreign individuals or institutes in China since 2000.

To be involved with meteorological data you need a permit and apparently Japan set-up an illegal monitoring station in the far north east of China and the UK also did the same in the south of China ..........

I do not have the relevance as to how this affects national defence, but obviously the government sees it as an illegal activity ...........

Maybe that is worth looking into  ..........

I have found the relevant laws and it would seem that anyone involved has to be registered and professionally competent and will normally charge for the information like a business and this is a controlled activity. In addition, the equipment must be checked and approved for the job intended    ............

I suppose in theory one could start a 'so-called' meteorological station but actually be using other types of equipment for other more nefarious purposes  ............

Very true! It isn't just the money makes the difference. The powers-that-be have the brains (albeit devious) and know what buttons to push to steer people the wrong way.

Those Occupiers may have their collective hearts in the right place but there's so much emotions involved their brains (collectively or individually) can no longer discern the forest (hijacker) from the trees (masses)...

correct

our forefathers limited the federal government by giving states most of the rights to levy and administer law -- they totally missed controlling the banking and financing systems!

Throughout the US, all states take drunken driving very seriously and you will join rgw awollwn prsons in our nation for breaking such law

Didn't weather play an integral part in the planning of D-Day? Wasn't weather a major factor in Japan's planning of bombing Hawaii...? Wasn't weather (typhoon) a major factor that stymied the Mongol (Kublai Khan) invasion of Japan in 1274 and 1281? Did George Washington, as he crossed the Delaware, not which he had better weather? Or at least knew ahead of time what it was going to be like? Japan's plans to send explosive balloons across the pacific to the forests of western USA didn't rely on knowledge of the weather? Etc. etc. etc....

Any person, especially a foreigner, in the US, UK, Germany, Japan etc., walking about with weather instruments and taking measurements isn't going to raise an eyebrow? Or suspicions...?

And considering the current state of affairs 'tween China, US, Japan etc. and the number of US military bases around China, you surely aren't suggesting the Chinese turn a blind eye to people, especially foreigners, taking weather measurements around China...

So the Chinese have made it against their laws. So what? Didn't they also say one has to have a permit...? What's wrong with that...?

I mean where's the beef...?
