Where's the beef...?

Thanks for some reasonable serious account of it, blue.
Meanwhile, from China Daily itself, about ridiculous stuff in China.
To say it with Ganzhoulins words, "is this for real?" ...
Didn't weather play an integral part in the planning of D-Day? Wasn't weather a major factor in Japan's planning of bombing Hawaii...? Wasn't weather (typhoon) a major factor that stymied the Mongol (Kublai Khan) invasion of Japan in 1274 and 1281? Did George Washington, as he crossed the Delaware, not which he had better weather? Or at least knew ahead of time what it was going to be like? Japan's plans to send explosive balloons across the pacific to the forests of western USA didn't rely on knowledge of the weather? Etc. etc. etc....
Any person, especially a foreigner, in the US, UK, Germany, Japan etc., walking about with weather instruments and taking measurements isn't going to raise an eyebrow? Or suspicions...?
And considering the current state of affairs 'tween China, US, Japan etc. and the number of US military bases around China, you surely aren't suggesting the Chinese turn a blind eye to people, especially foreigners, taking weather measurements around China...
So the Chinese have made it against their laws. So what? Didn't they also say one has to have a permit...? What's wrong with that...?
I mean where's the beef...?
