What's GDP?
One approach is the total National Gross Income.

What's CPI?
It's a Cosumer Price Index.

So, it's reasonable to compare the growth of individual salary with the growth of GDP.

According the data released by NBS of mainland China,

In every year of the past 10 years, the growth rate of the total our individual income were lower than the growth rate of GDP.

In every year of the past 10 years, the growth rate of government revenue was faster than the growth rate of GDP.
