They try to blame on faulty signal equipment that failed to turn red when the train 'struck by lightnings.

Maybe the train was never struck by lightnings at all,
Sei chow gows waiting for some rainings days,
just turn off the engine, and simply blame it on the  lightnings,
even when truly struck by lightnings, all trains are internally equipped to kick start its engine,
and continue its journey,
clearly this is a pre-planned terror attack on China's bullet trains.
