One U.S. citizen is living in Washington.

He moves to live in New York for one month.

This guy rents an apartment of one month.

According to the law, This guy must pay $50 to get a special living permit in New York.

He would be fined $50 if he didn't appeal New York government ofr this living permit certificate. He would be fined $500 if he provide the false information in the application forms.

The apartment owners would be fined $1,000/ one person, if apartment owner didn't register the identity card information of this guy to local police station.
The apartment owner would be fined 2 times of the rental if this U.S. citizen don't have living permit certificate issued from New York government.
The apartment owner would be arrested if either any criminal accident or fire emergency happened in his rented apartment if this U.S. citizen without New York living permit.

A company in New York hires this U.S. citizen for a week.

The company would be fined $500/ one person, if the company don't report the details of living permits of all of its employee to local police station.

Is such type of law exist in U.S.A?
I don't know.

But it is one of the laws in Mainland China.

For ordinary Chinese people, each cities in mainland China is like each independent countries. Chinese citizens need to be checked passports in every different cities. Chinese citizens need to get one different living permit in every different cities.

One university student died in Guangzhou police detention station, just because of the lack of such living permit, when he was looking for a job in Guangzhou, Guangdong province, a few of years ago.

It was a hot topic that time. But many years past, little progress was made.

Is it a reasonable that Chinese citizen need to get a living permit certificate of Beijing before he lived in Beijing?

He has to get a special living permit certificate of Shanghai before he lived in Shanghai for a month.

He has to get a another special living permit certificate of Guangzhou before he lived in Guangzhou for a month.

Is it the ridiculous laws for the poor ordinary Chinese people?

Are ordinary Chinese people slaves in their own country?

Many netizens call themselves by "Pimin" (Slaves in China) in forums.

why should they make such ridiculous laws.

How actually follow it, US doesn't even have ID Card.

From my experience, we did ever bribe the local police.
(The case is true, though the following numbers aren't the exact same as my experience)

The company hired hundreds of Chinese from another rural area for half an year (supposed 200)
The company need to pay 40*200= RMB 8,000.

We bribed the local police with RMB3,000, at last we could pay only RMB 2,000 for the living permit of these employee.
Of course the same time, We made friends with local police. It was part of Guanxi.
