The new rules for Chinese in Shenzhen city

Rule 1:
Residents was prohibited to call police emergency phone number, "110".
Chinese can dail only the phone number of each local police station.  Violators would be fined by the police.

Rule 2:
Migrant workers are prohibited to request their previous wages deducted by entrepreneur. Violators would be prosecuted for criminal violations by government.

Rule 3:
Chinese with high risk of breaking laws are forced to be driven away from urban area.
Chinese with high risk of breaking laws refer to:
Chinese who stay in in urban area long time without legal causes,
Chinese with suspicious income,
Chinese with suspicious trace,
Chinese without regular bedtime,
the released previous criminals,
the suspects of drug addicts,
prostitutes,
...

Rule 4:
Ordinary Chinese are restricted to transport by car numbers and by other measures.

Rule 5:
Chinese are prohibited to have cigaret.  

Rule 6:
Chinese can buy kitchen knives only after the pass of Identity Card checking and registration.

Man ruling system is better than bad law ruling system.

China need to turn from a man ruling system to a good law system, not slipping into a bad law system.

What's a bad law system?
Under such system, some Chinese can find types of loopholes for themselves, or the people with government power, or the 2nd generation of government officials, or congress memebers (law makers), or family memebers of government officials.
Under such system, some Chinese can get speical social status and advantages.
Under such system, some Chinese can get huge benefits and advantages from public wealth and other Chinese.
