The Municipal Labor and Social Security Bureau (MLSSB) of Chinese governmemnt is in charge of the surveillance of the enforcement of employement contracts, the compulsory insurance (life, health care, and others), the minimum monthly salary, etc.


In Chinese laws:
Workers should have a employment contract.
The enterpises should pay the compulsory insurance for their employee.
The local minimum monthly salary in X city is RMB 870.

A janitor have worked in local MLSSB of X city for 11 years. He don't have an employment contract. the local MLSSB don't pay any compulsory insurance for him. His monthly salary is 250 RMB.

The janitor complained and appealled to help long time ago.
Because his boss is the department of government who incharge of the surveillance of breaking laws. He can only appeal to his boss and of course no results so far.

At last, the janitor asked local newspaper for help.

Journalist interviewed a local government official. The government official said government should sign an employment contract with the janitor. Government should pay the compulsory insurance for him. and the government official promised to report this issue to government  leaders.

Later, the journalist contacted the janitor. The janitor said, the government officials have sent a phone call to him. The government leaders will discuss this problem.
