The new  Japanese Premier, Naota Kan, called as "citizen politician" and "blue collar politician" , even does not have a apartment of his own, which humiliate so many chinese wealthy offcials.

Just last week, a corrupt director of Geology and Mineral Bureau in a county of Shanxi province, was exposed that he has more than 35 apartments.

Could you imagined that an chinese high level official don't own a apartment? So many officials are trying to get more apartments for themself by using their power

what is the difference between Japan and China.

Not quite true. Kan Naoto owns a small apartment that is rented by a third party but it's indeed a fact that of all PM's in Japan's modern history he's by far the poorest. A stark contrast to ex PM Hatoyama who was the richest PM in history.
