New ban for smoking, could it be practical? [Copy link] 中文

Chinese government has decide to comprehensively ban on smoking in the indoor public area in next year.

But the compulsive ban on smoking derive from the government's dicision, not from smokers' awareness to the harm, brought by smoking, to public non-smokers and environment, which means smoker would overlook the ban for lacking supervisors to punish the breaching.

In the other side, the tobacco industry play a key role in the tax revenue of central government.
China is the biggese cigarette producer and comsumer in the world, with 350 million smokers which accounts for 1/3 of the world smoking popuplation and chinese smokers consume 1.7 trillion cigarettes per year,with 1.2 million death relating to smoking.

the tobacco industry generates the profit tax worth 513.1 billion yuan and 8% of the overall tax revenue of central government comes from cigarette industry. The asset of this industry is as high as 500 billion yuan and 60 million staffers works in this industry.

Confronted with those factors above, how could government make me believe that the new ban will be enforced strictly and generally in a long term

--sucessfully stopping smoking for 1 year, the prize is 500 Yuan
---to report other people smoking, prize is 100 Yuan
(tax payer's money) practical or not?

Considering how traffic rules are ignored in China and how many people actually smoke,the chances are high that nothing will change.

yes, the enforcement need more efforts from the victims- non-smokers

The smokers can consume the same amount of cigarettes outdoor instead of indoor. So the tobacco industry's income will not change.
