Or:
Single youths are not well covered by health services, a man complained.
Or:
Single youths are not well covered by health services, complained a man.

You are making it too complicated.
See above 3 simplified structures. Then compound them with modifiers.

of the 3 above structures which one(s) are the one(s) you have a problem with?
A sentence does not have to be in "subject -verb-predicate" order. The order can be rearranged, with the right punctuations.

i can't define them on grammer

Single youths are not well covered by health services, a man complained.
Or:
Single youths are not well covered by health services, complained a man.
a man complained和complained a man
i can't understand them on grammer.
we should  call them or this phenomenon what in grammer.
they are neither inversion nor emphatic sentence .
in fact ,i can't define them  on grammer
