Today's New York Times highlights a report " China Drawing High-Tech Research  From US".
that is cheering report that US is transfering its high technologies to China, which is what china has appealed for years. but if we look into the detail of this news, we will find the old pattern again. The Applied Materials ,the world’s biggest supplier of the equipment used to make semiconductors, solar panels and flat-panel displays, continues to develop the electronic guts of its complex machines at laboratories in the United States and Europe and it just do the jobs of assembling and processing in china like other predecessors.

the government is adhere to provide privileges to Apolied Materials. Locally, the Xian city government sold a 75-year land lease to Applied Materials at a deep discount and is reimbursing the company for roughly a quarter of the lab complex’s operating costs for five years, said Gang Zou, the site’s general manager.

It is the old pattern used to High-tech cooperation. that is not the really technology transferring.

the land resources will be exhausted one day.
if government keep its greed for money at the expense of natural resource, there will never be any really sustainable development in China.
we need technology not money.
we need to upgrade.

You need to have DEFINED targets or needs....."before research"!
You need to have HYPHOTHESIS on how "things work" before you can do "development"...
You need to know how much $$$$$ you can make from that work....
