excellently put Victor. Of course in a non-representative government, the issue of whether or not something is in the majority's interest, while a nice talking point, is somewhat irrelevant. The more important question, of course is whether significant anti-corruption reforms are in the interest of the MAJORITY of THOSE IN POWER.
