In ancient times the chinese character 丁 meant ‘nail' which shape really looks like the iron thing with a sharp end: you can easily hit the nail into wood.
In the modern era, 丁may refer to ‘a man':The top horizon line represents ’the sky'; the vertical stroke symbols the main part of the body while the last ‘hook' seems as the ’foot‘ or ’feet'.  In china, we often say:"A real man should firmly stand on the ground to hold up the sky! ----------(顶天立地)".   President Xi says: "We officials should do important things step by step with firm determination just as hitting nails into wood-board. Everything goes in high efficiency!"

About “follower-like":
It is a typo. My real meaning was ‘flower-like’. In China we describe kids as flowers who are lovely and hopeful.

What about those individuals who set up in "nail houses" in China ? ( i.e. refusing to allow their homes to be bulldozed to make way for land or transport projects )

There are too many stories about those “nail-like house-owners' who are so selfish that they consider little about the benefit of the majority people and make terrible troubless for the government.
