Because.....
The "powers that be" want a divided world.
This keeps the populations looking over their shoulders, while others make money.

Both countries are across the world from each other.
Each should stay in their own sphere of influence (which China does).

Hmm,
On January 20, 2016, Mohammed Ali Abdullah Bwazir stood with shackles on his ankles, wrists, and waist at the bottom of a ramp leading up to a U.S. Air Force cargo plane. The plane was going to take him, along with two other Guantanamo Bay prisoners, to an undisclosed southern European nation. Bwazir, who is either 35 or 36 and is from Yemen, had been cleared for release after spending 14 years in the U.S. prison in Cuba.
  These indefinite detainees are known as the “forever prisoners,” the captives deemed too dangerous to release but who have not been charged with any crimes. Indefinite detention without trial is illegal under the Geneva Conventions, but the Bush administration argued that international laws did not apply to the “unlawful enemy combatants” who were taken to Guantanamo.
