talking about intellectual property, I can only say don't believe their words, watch their actions ...
'then they wouldn't use cliche like " the priority now..." they shall annouce solemnly to the world " we will initiate a massive nationwide campaign to combat .....".
Those who have been in China long enough would understand that when the govt says 'the priority now..', it means they will give it a try, but no guarantee that will work to fix the problem, and after a lot of fanfare, it's business as usual. For instance, they gave priority to getting rid of plastic waste, especially plastic bags, a lot of fanfare when the move was announced, then it all fizzled out and we are back to square one! Same goes for ban on smoking; today, years after the ban was imposed, irresponsible smokers are puffing everywhere, with impunity, especially in public toilets! So, take whatever the govt says with a pinch of salt!
