According to him, here’s how China stole “superior” US production technology:
1. Chinese agents  ...

My response is broken up because CD doesn't like large replies:

Walmart is one of the major forces pulling imports into the US. However, China is no longer the lowest-cost producer of many items. Walmart now imports its store’s house brand, George, from Bangladesh. Simply Basic sleepwear comes from Cambodia. Items with the Hanes label were stitched together in Guatemala and El Salvador. Wrangler jeans were imported from Nicaragua, and Fruit of the Loom clothes came in from Honduras. Danskin garments? They were made in the Middle East and Africa: Jordan, Egypt, and Kenya.

China has also been dumping steel in the US. The Chinese steel companies can sell steel at below-market prices because they are state-owned and, by definition, are subsidized by the government. A recent lawsuit by United States Steel Corp. (IW500/91) charges China with price fixing, stealing the company’s trade secrets, and shipping steel to the U.S. through other countries so buyers won’t know the country of origin.

It’s well known that Huawei stole router product secrets from Cisco, down to the chassis, IOS and all the way down to the spelling errors in the manuals. Many have said it for years, and the TV show 60 Minutes put it on worldwide television for everyone to know. Cisco did file suit and it was settled out of court, so we will never know what really happened. But Huawei did it, they know it, we know and Cisco knows it. Otherwise they would have never settled the court case.

Then you have China's Sinovel (wind turbine maker) that was convicted in the US of stealing trade secrets. In 2007, American Superconductor partnered with Sinovel, which manufactured the wind turbines. American Superconductor made the technology that powered the turbines. The venture turned AMSC into a billion-dollar business. It built a factory in China, set up a design center in Europe and added hundreds of jobs in China and in the United States. Sinovel owed American Superconductor about $70 million for a shipment it had already received. Sinovel refused to pay, and it also refused another shipment that was ready to go. July 2011 a Sinovel employees bribed an American Superconductor employee to turn over their source code for its wind turbine control software. He was offered $2 million, women, apartments, and a whole new life in China.

In 2015, mainland China and Hong Kong accounted for 87% of counterfeit goods seized by the U.S. Customs and Border Patrol.

So you put all those tidbits in your crack pipe and smoke it.

Sorry sir but those isolated cases don’t have any relevance to Apple, HP, DELL, etc. manufacturing their products in China, which are then exported all over the world, including the USA. Those iPhones, PCs, etc. account for the majority of the trade deficit in goods between China and the USA. In fact, the low-cost consumer stuff that Walmart sells now come from developing countries other than China. So how come Walmart doesn’t want to source its consumer products from US suppliers? As for counterfeit goods imported by US retailers selling on eBay, they’re mostly clothing and shoes not high-tech products of Apple, HP, DELL which are made in China. Nobody is forcing those US retailers to import counterfeit goods from Chinese factories. Those importers are US entities who are legally liable for those imported goods not the Chinese factories. Again, you’re excusing the conduct of US companies by using China as the strawman.

China manufactures almost everything while the USA manufactures almost nothing. Your example of Walmart proves my point. What can Chinese consumers buy from Walmart that is “Made in the USA”?

What about your own countrymen who have reaped "tax-free profits from labor arbitrage which is booked to offshore tax havens", hmmm? Or ... is it ok if Chinese do it?
