Like I said, staying one step ahead of others, that's what matter for thy family, isn't it.

I quite agree with your logic, that band of Anglo brothers [namely USA, Canada, Britain, Australia & New Zealand], also known as gang of Five, Five Eyes, Five Ears Family of Five would forever wants to keep the whole wide world under their spying, listening and watching radar, through their numerous telecommunication networks.

Current on going crisis involving Chinese telecommunication giant Huawei is just one more reason, and the coordinated effort executed by the Family of Five, notably USA, Canada, Britain, Australia and New Zealand, they are all collectively coordinating in this effort as the Family feels their monopoly being threaten.

Chinese universities and US technology companies such as IBM and Microsoft are racing to develop quantum computers, a type of processing that is forecast to be so powerful it can transform how drug makers, agriculture companies and car manufacturers discover compounds and materials.

While overall spending by China is unknown, its government is building a US$10 billion National Laboratory for Quantum Information Sciences in Hefei, Anhui province, which is due to open in 2020.

It is too early to say which company or country will be the leader in quantum computers, although at this stage it looks like US companies will excel in hardware while Chinese and Japanese ones are focused on the software and applications, Patinformatics’ Trippe said.

“Japanese and Chinese companies aren’t as concerned about building them as they are about how they’ll be used,” Trippe said. “They’ve started to patent the potential. The next five years are going to be pretty fascinating.”

The US China Economic and Security Review Commission, created by Congress in 2000 to assess national security implications of bilateral trade between the countries, said in its most recent report that China “has closed the technological gap” with the US in quantum information science, a sector Americans have long dominated, “due to a concerted strategy by the Chinese government and inconsistent and unstable levels of R&D funding and limited government coordination by the United States”.
Chinese satellite makes breakthrough in quantum communication

In the coming age of quantum, it is an open question whether federal funding will enable the US to maintain the edge it has had during the PC era and smartphone wars. Scott Crowder, IBM’s chief technology officer for quantum computing, told a House panel in October that “the US government investment in driving this critical technology is not sufficient to stay competitive”.

LSU’s Dowling said it could mean the US comes out the loser in the quantum race.

Speaking of which, the hidden true of the matter is that China's telecom Huawei has grown, matured and fast becoming sort of a  'Must Watch' for closed knitted global spying Anglo family, 'Five Eyes' of USA, Canada, Britain, Australia & New Zealand, which have been traditionally and historically keeping the world through vast and extensive spying networks.

So, it's no wonder the fact they feel threaten by it.

Moreover, this same old lame old Anglo family was major practitioners and benefactors of notorious global cardinal crimes/sins of the past and present, such as Slavery, Colonialism, and Colonization of the world from ginormous resourceful North America Continent, the land rightfully belongs to indigenous Natives American people to vast bountiful Continent of Australia/New Zealand in Asia-Pacific region, the land rightfully belongs to people of Asia-Pacific.

In other word, they need to protect their LOOT.

That is what is all about and the rest is the history!

The world is full of wolves wearing a sheep's mask and playing victims.

Just imagine the huge number of spying agencies and corporations of the USA which are US government knowingly backed and funded; whilst its drunken President is hammering Huawei with allegations of being under Beijing's sponsorship.

As well talking about the 5-EYES, think of this development seriously too :

The CIA's investment fund is stalking Australian tech startups and has opened a local office.
( Alas, Australia will NOT be the same Aussie Down Under again, ever ! Good old Aussie days are gone forever which is just too bad luck . )

A technology investment fund bankrolled by the CIA is stalking Australian companies for future investment opportunities.

The company, In-Q-Tel, headed by former US Marine Mike Ferrari, opened its Sydney office late last year. Its stated goal is "to reach startups and the venture capital community outside the United States and to better contribute to the national security of the US and its allies".
In recent weeks, Mr Ferrari has begun approaching local startups, offering to invest up to $3 million for either equity, shared ownership of some of the products they create, or to bankroll product development.

An Australian space company is in advanced negotiations with the CIA offshoot, sources say.
In a recent addition to his LinkedIn profile, Mr Ferrari said he was taking In-Q-Tel "on the road to Sydney".  Universities in Australia are of course penetrated and targeted by this CIA's back funding .. !

"Innovation knows no boundaries, and a physical presence overseas (including London as well) is a continuation of our efforts to obtain a better understanding of technology and market developments outside the United States," he wrote.

CIA-backed In-Q-Tell was an early investor in Keyhole EarthViewer, which later became Google Earth (pictured).
