If China seeks a third party to "encourage" or "facilitate" "bilateral" talks, then China is conceding its demand for bilateral talks has failed.  And if so, China should go ahead and seek third party arbitration.  It seems ever more impressive how he can snatch defeat from the jaws of victory.

True, but in what way?  In a way that affirms the validity of the PCA ruling, if Duterte follows his advice.  

Why can't Wang Yi arrange a phone conversation between Xi and Duterte, since Duterte has already said the Philippines will not claim sovereignty over Scarborough Shoal, only the marine rights to its surrounding seas, so what on earth is Wang waiting for?  This is the bottom line.  He should just grab it and seal the deal.

But of course, that may not be what he or his bosses really want.  They want this drama to drag on for some other reason we will never be able to fathom, but can only infer by their actions.  This is unusual.

If you had been following the Spratly Islands dispute over the years, China and the Philippines DID agree on joint exploration during Arroyo's term. Only after Aquino took office did the Philippines change its tune. So China knows that the USA was behind the PCA case. With Duterte in power, China should restart bilateral negotiations with the Philippines regarding the sharing of resources in the SCS.

It seems that Obama's Pivot to Asia ended up pivoting on the head of Aquino III, causing him headache after headache in trying to contest every island China owns in the South China Sea.  Duterte refuses to let anyone pirouet on his head.  He prefers to dance it his way, and so far, his dance with China shows mastery, control and poise, not seen since Marcos was in power.
