That's the way it has always been.  No consensus, no agreement.  Only CONSENSUS guarantees ASEAN impartiality and unity.  Every attempt to bypass consensus seeks to destroy its impartiality and its unity, absent which the ASEAN becomes nothing more than just another puppet of whoever can buy or strongarm the most votes of its members.  Cambodia also is fundamentally right, that the PCA ruling cannot referred to in its statement.  The reason is obvious.  The PCA ruling is itself a violation of Article 298 of UNCLOS.  How can something that violates the UNCLOS be used as a basis for any ASEAN joint statement?

Truth won.  

There will be no reference to the controversial PCA ruling at all.  Cambodia proved to be the ONLY COUNTRY that respects the rule of law and spoke truth to power and money.  ASEAN can be proud because of Cambodia.

ON THE CONTRARY, IT WAS THE PHILIPPINES' INSISTENCE ON INSERTING THE ILLEGAL AWARD OF THE PCA, WHICH BLATANTLY VIOLATED ARTICLE 298 OF UNCLOS, WHO THREATENED TO DIVIDE THE ASEAN.  EVERYONE ELSE WAS HAPPY WITH THE FINAL STATEMENT OMITTING MENTION OF THIS ILLEGITIMATE DOCUMENT BY A PANEL THAT DOES NOT EVEN HAVE THE BACKING OF THE U.N.  IT WAS WHEN THE PHILIPPINES RELENTED, AND ACCEPTED THE CONSENSUS, THAT EVERYONE, INCLUDING THE PHILIPPINES OF ALL COUNTRIES, MUST ABIDE BY THE UNCLOS, WHICH IT BYPASSED IN FORCING AN ARBITRATION RULING ON MATTERS INVOLVING SOVEREIGNTY BY A DUBIOUS PANEL OF PERSONS, THAT THE ASEAN FINALLY WON ITS RIGHT TO REMAIN UNITED AND IMPARTIAL AGAINST THE VICIOUS ONSLAUGHT OF A BULLY.

YES, EVERYONE AGREED WITH CAMBODIA IN THE END - OR THERE WOULD NOT HAVE BEEN THE JOINT STATEMENT ISSUED BY THIS ORGANIZATION, WORDED EXACTLY AS CAMBODIA WANTED, AND NOT AS THE PHILIPPINES WANTED IT.

WHO WAS THE ODD MAN OUT?  ASK YASAY.
