City planning is important. However, city fathers (city leaders), especially in China's case, all want to leave their legacies before they leave their office. They all want the same thing, grand and visible. That's where the problem starts. As I have suggested before, for '民生' decisions, a direct participation system by the public (such as a referendum system) should be considered for proper balances in a harmonious society.
