Just read up on the residential schools system that lasted over 100 years and ended in 1996. 'They Came for the Children' is a pdf book published by the Truth and Reconciliaton Commission of Canada and is freely available online.

Though the residential school system ended in 1996, schools on reserves were underfunded by between 2,000 and 3,000 per student per year less than comparable schools off-reserve, and that's not even taking into account that they would need even more money than schools off-reserve to deal with the fact that students must learn their subjects in a foreign language.

Some reserves are somewhat exceptional. With little help from the Government, the Mohawk nation has managed to develop resources in its own language and elementary students now learn science and maths in their own language and this will be expanded into high school into the future. English is still taught as a second language and taught well, while their science and mathematical knowledge is far superior to that of high school students on other reserves that learn maths and science in English or French. yet their English knowledge has suffered little if at all in the process, probably since they can exploit the English language on TV and mltimedia.

Another problem in the case of the Algonquin Nation is that it must duplicate all of its resources between English and French since it straddles Ontario and Quebec. Many of its members must also learn both English and French to access Federal employment while also trying to juggle that with learning their own language, a problem English and French Canadians don't face since their cultural languages double as money languages killing two birds with one stone, whereas the indigenous languages presently can serve an exclusively cultural purpose with English and French serving as the money languages.

Improvements occur in steps.  First, allow diverse communities to become citizens.  Then integrate.

People are not a resource unless you are thinking of farming them or consuming them. Their skills may well be a resource but if you already have an adequate native pool of those skills then, by importing more of the same skills, the people you import become a liability. Diverse cultures can lead to a fractured community.
