Should it raise cigarette taxes to help cover the cost of public health services? Should it prohibit smoking even in privately rented KTV rooms?  Should it require strictly generic cigarette packaging? What are your thoughts on this?

My take is that China is not doing enough to combat the scourge of smoking which not only affects the smokers but everyone around them!  They are reluctant to take stiff measures, they raise the tobacco tax a tiny bit, just for show, knowing very well it will not curb smoking; the warnings on cigarette packs are so tiny, they are almost unreadable;  there are no pictures of diseases caused by smoking on the packs, etc!  The price of cigarettes is the lowest in the world, so is the tobacco tax!
Pussy-footing around the smoking problem will not help. More stern measures are required, including banning smoking in public outdoor places for the protection of the health of non-smokers!

Ciggy taxes in the UK rakes in far more money than that spent by the NHS on smoking related illnesses.  Billions of pounds more.

Raising cigarette taxes is the most unimaginative approach that will be seized upon by the eager me ...

The fact that smugglers make a fast buck from contraband cigarettes across the border does not mean that raising taxes in' unimaginative', it just means that border control is weak.  Raising taxes helps reduce consumption, the higher it goes, the more effective.

If the tax goes too high, the industry risks going underground. But the government could probably afford to raise them significantly nonetheless.

I would also include a website on all cigarette packages with information on ways to quit.

As for enforcement, it should be made clear that if a company does not enforce the law on its premises and call the police for a violation, the the company would pay the fine too. Include a phone b umber to call on no smoking signs.
