Article 23 is an integral part of the Basic Law without which, no matter how well Hong Kong is governed, its residents and businesses would be forever subject to the threat of foreign-instigated insurrections, like the Occupy Central with Foreign Stooges weilding Umbrellas, that it just experienced for Forty Days and Forty Nights, with its residents having to be tormented by the foreign devils without end, and not allowed to fight back on pain of being condemned by the foreign press as being "undemocratic".

The will of the people is most accurately expressed it its assertion and implementaion of its claim of SOVEREIGNTY.

Without sovereignty, all the laws published by the Legco and the NPC are nothing in the eyes of foreigners, be they media organizations, NGOs, churches or charities, let alone foreign governments.  There cannot be any RULE OF LAW where there is no EXERCISE OF SOVEREIGNTY.

In Hong Kong's attempt to be a model of RULE OF LAW, it must also be a model of EXERCISE OF SOVEREIGNTY.

Right now, the Chief Executive is hiding behind the lazybone Legco which is in turn hiding behind the Chief Executive, in avoiding any EXERCISE OF SOVEREIGNTY that begins with the validation of the visas of foreigners, continues with the validation of their residency status in Hong Kong, and encompasses the validation of the citizenship of its own citizens, a right not subject to any foreign interference.

If the Legislative Council does not come up with a series of bills that fully implement Article 23, i.e., requires and empowers the Chief Executive to EXERCISE CHINA'S SOVEREIGNTY in Hong Kong, then it has FAILED IN ITS MOST FUNDAMENTAL DUTIES, and must be DISSOLVED AND RECONSTITUTED.

IN THE AFTERMATH OF THE MULTI-BILLION DOLLAR ECONOMIC DAMAGE AND EMOTIONAL TORMENT THAT THE 7.3 MLLLION RESIDENTS OF HONG KONG HAD TO SUFFER FOR FORTY DAYS AND FORTY NIGHTS AT THE HANDS OF THE FOREIGN STOOGES WHO OCCUPIED HONG KONG CENTRAL AND MONG KOK WITHOUT ANY MERCY FOR THE AVERAGE MAN OR BUSINESS, ANY CLAIM TO BEING THE GUARDIAN OF THE NATIONAL INTEREST AND PUBLIC INTEREST NEEDS TO BE VALIDATED WITH THE PROMULGATION OF THE LAWS THAT ENFORCE THEM AUTOMATICALLY.
