THE OCCUPY CENTRAL MOVEMENT IS NOT OVER UNTIL ARTICLE 23 IS IMPLEMENTED!

Despite the misleading headlines from the Wall Street Junk and New York Trash "mainstream media", the truth on the ground is that the OCCUPY CENTRAL movement is now reduced to less than 10% of its original number, which would put it at around 0.01% of the population of Hong Kong.

What is important is that their barriers should be removed, and saved for evidence of foreign support and supply by adults who should know better.  This type of clean up of the garbage will take more time, but worth the effort.  Hong Kong is for Hong Kongers, not for Western reporters, media moguls and their point men.  

Article 23 must be implemented or they will come back with worse attacks on Hong Kong and its residents.  The most fundamental issue as regards sovereignty is the right of the state to determine who are or are not its citizens, its residents and its visitors.  If this is not addressed, stipulating punishments for various infractions would be too complex to enumerate.  Like MACROECONOMICS, addressing the issue of SOVEREIGNTY is best addressed at the level of the status of EACH AND EVERY PERSON IN HONG KONG SAR AS TO HIS OR HER CITIZENSHIP, RESIDENCY STATUS, AND VISA PRIVILEGES, and once these are determined and made constantly verifiiable, the sovereignty of the state becomes inviolate.  It is surprising that for all the brilliance of Hong Kong jurisprudence, it does not know this CARDINAL EXERCISE OF SOVEREIGNTY, perhaps due to its having been incubated under British colonial dictatorship as a subservient entity, rather than as a sovereign institution.

NATIONAL SOVEREIGNTY LAW

PREAMBLE:  Sovereignty of China in Hong Kong is a fact, acceptance of which is a prerequisite to the validity of the Chinese citizenship, permanent residency, or visa status of all persons in Hong Kong Special Administrative Region of the People's Republic of China.

Article 1:  Any act of denial, rejection, objection, questioning, ignoring, contradiction, opposition and insult to the sovereignty of China in Hong Kong is a crime of Lese Majeste, and is a sufficient basis for voiding of permanent residency status by the HKSAR, and of citizenship and visa status by the National Central Government of China, not subject to judicial review.

Article 2:  All other violations of public law and private properties in Hong Kong SAR shall be handled according to public laws and regulations.

IMPLEMENTING A NATIONAL SOVEREIGNTY LAW - IF NOT NOW, WHEN?

The grreatest enemies to freedom of speech and assembly are those who abuse them, like the Occupy Central movement.  China's choice is to either restrict those rights or restrict those who abuse them.  In all fairness to the Hong Kong people, 99.8% of whom dd not support the Occupy Central clowns backed by Western mainstream media, China should restrict the abusers, rather than the rights they abused, and thus there is a necessity for the LegCo to immediately implement Articlle 23 of the Basic Law.

The above draft of the NATIONAL SOVEREIGNTY LAW does the job of restricting the users of these freedoms of speech and assembly to those who respect the sovereignty of the country, and excludes those who do not, not by punishing them, but by showing them the door instantly.

The draft of the NATIONAL SOVEREIGNTY LAW allows those who hate China to exit Hong Kong and immigrate to their choicest countries, like UK and others, with the blessings of the HKSAR.   In fact, they should be given assistance in applying as "political refugees" or "victims of religious persecution" to better expedite their departure to greener pastures, preferably to the neighborhoods of their foreign backers.  Out of humanitarian concerns, the HKSAR should provide a HK$5000 financial aid to those wanting to give up their Chinese citizenship and emigrate to any Western country of their choice.  We might even send a regular contingent of protesters to the various consulates to demand their acceptance of "freedom fighters in Hong Kong seeking the right to immigrate to the UK etc" to facilitate their petitions.

Indeed, wake up Hong Kong, to a bright new beginning . . .

But first, pass the National Sovereignty Law before the night returns!

LegCo needs a signal from the national leadership to get started.  Since this involves sovereignty, China must give the signal.  And it must be done right away.
