This is not a meeting about how to restore peace and order in Hong Kong. It is not about why either, when it is obvious that foreign-backed radicals are already using physical force to oppose the enforcement of public law, i.e., are openly committing treason. This meeting is about the future of Hong Kong, the most basic question of which is, "Who qualifies or does not qualify to be a Chinese citizen?" and "Who qualifies or does not qualify for permanent residence or temporary visa to Hong Kong SAR of China?"
Only when the QUESTION OF VALIDITY OF MEMBERSHIP is answered, can the other questions of rights and duties be resolved.
CITIZENSHIP AND RESIDENCY STATUS ARE THE FUNDAMENTAL QUESTIONS THAT WILL DECIDE ALL THE ISSUES THAT NOW BESET HONG KONG. IT IS THE MOST IMPORTANT POLITICAL QUESTION OF HONG KONG.
And, it is time that the LegCo do its duty as spelled out in the Basic Law, which is to pass humane and patriotic laws that fulfill the mandate of Article 23 of the Basic Law in a timely manner - and NOW is the most germane TIME to do it.
ARTICLE 23 OF THE BASIC LAW OF HONG KONG SPECIAL ADMINISTRATIVE REGION OF CHINA:
The Hong Kong Special Administrative Region shall enact laws on its own to prohibit any act of treason, secession, sedition, subversion against the Central People's Government, or theft of state secrets, to prohibit foreign political organizations or bodies from conducting political activities in the Region, and to prohibit political organizations or bodies of the Region from establishing ties with foreign political organizations or bodies.
The lessons learned from an actual and destabilizing attack on both the national government of China and the local government of the HKSAR by foreign-supported stooges, aka the Occupy Central Protest, requires a streamlining of the Macao National Security Law, passed on February 25, 2009, tailored to Hong Kong, to enable a just, humane and effective defense of the sovereignty of the country from foreign subversion.
NATIONAL SOVEREIGNTY LAW
PREAMBLE: Sovereignty of China in Hong Kong is a fact, acceptance of which is a prerequisite to the validity of Chinese citizenship, permanent residency, or visa status of all persons in Hong Kong Special Administrative Region of the People's Republic of China.
Article 1: Any act of denial, rejection, objection, questioning, ignoring, contradiction, opposition and insult to the sovereignty of China in Hong Kong is a crime of Lese Majeste, and is a sufficient basis for voiding of permanent residency status by the HKSAR, and of citizenship and visa status by the National Central Government of China, not subject to judicial review.
Article 2: All other violations of public law and private properties in Hong Kong SAR shall be handled according to public laws and regulations.
